Dave Nomsen

Nomsen's influence helped shape the last three federal Farm Bills - 1996, 2002, & 2008 - and he is one of the nation's loudest voices in support of the Conservation Reserve Program's (CRP) wildlife legacy. Most recently, Nomsen helped the creation of a new CRP practice called Conservation Practice 38, better known as the State Acres For wildlife Enhancement (SAFE) practice, which has allowed many states to create new wildlife conservation initiatives. Nomsen has also served on North American Wetlands Conservation Act (NAWCA) Council since 1999. Nomsen is a Clear Lake, Iowa native, where his father, Richard Nomsen, was the chief pheasant biologist for the Iowa Conservation Commission (now the Iowa Department of Natural Resources). A graduate of South Dakota State University, he has been with Pheasants Forever since 1992, where he began as Pheasants Forever's wildlife biologist for Minnesota. He makes his home in Garfield, Minnesota, with his wife, Melanie, and his Labrador retriever, Nellie, and Springer Spaniel, Little TR.

Actually, things went a little crazy in Jamestown, North Dakota earlier this week when more than three times the amount of people expected showed up at a Pheasants Forever informational meeting about CRP for landowners. Pheasants Forever Farm Bill Biologist Steve Stensgard reported that the four dozen donuts didn’t last long with the over-flow crowd of 120 people. In fact, some of the landowners elected to schedule individual appointments rather than jam into the packed room.

Over in Haxtum and Holyoke, Colorado, dozens more farmers and landowners attended CRP forums. We've heard similar reports from most states across the pheasant range.

All in all, the news of the first three days has been encouraging, but we’ll wait till we see actual numbers to really get an idea of interest. Strong early interest shouldn’t be that surprising. New rental rates, more than 4 million available CRP acres, and uncertainty over the timeframe for next signup all add to the solid CRP success story – simply the best opportunity for farmers and landowners to manage their hard-to-farm acres, while providing tremendous benefits to soil, water quality, and wildlife. If today's blog headline grabbed you, then you are undoubtedly aware of the value CRP's 32 million acres hold in providing habitat for a variety of wildlife species, protecting water quality, enhancing rural economies and creating access for many hunters. Consequently, I have been nervously watching for signs of progress leading to the much anticipated CRP sign-up announcement. Thankfully, I've seen many of the signals I've been waiting for and the dominos appear to be falling in order.

First, the official CRP Environmental Impact Statement, or EIS, required by law has been completed. The EIS clears the way for a new CRP rule, which was a hurdle for the USDA prior to announcing any new general signup. Second, USDA Secretary Tom Vilsack announced on June 10th that up to $2 billion in funding was being directed into future CRP sign-ups and various Conservation Reserve Enhancement Programs around the country. The bottom line from this funding news is that we can now expect as many as 4 million acres being accepted during the general sign-up offering period. Those 4 million acres would be nearly double what might have been taken in without the $2 billion funding announcement.
